I've now had more time to do some research into the matter (read: spoke to Keith on Gmail chat), and yep... this is very definitely a real trade proposal made in 2003.
It had likely never been made public until just now, but apparently came up somewhere on Facebook the other day, which is how Aaron B. of Novato, California, knew about it, and why it didn't show up despite all my best Googling efforts (read: one search).

Jesse Foppert: Out of the majors since 2005. Went 2-1 with a 7.62 ERA over 41 1/3 innings with AAA Fresno in the PCL last season.
Jerome Williams: Last year with Washington went 0-5 with a 7.20 ERA in 30 innings, and had this awesome note published on his Wikipedia page: "He is of Hawaiian-Chinese-Portuguese-Spanish-Japanese-Norwegian-African-Filipino-American ancestry."
Kurt Ainsworth: Out of baseball since 2004. Last seen going 0-1 over 30 2/3 innings with an ERA of 9.68 as a member of the legendary '04 Orioles.
Granted, as Keith says, these were outstanding prospects at the time, and injuries played a massive role in why they now completely suck balls, but once again, holy mother of fucking motherfucking hell!
So, uh... you want to tell me again that it's a slam dunk the Jays will get a great haul for Roy? (Though, true, Roy's resume has been beefed up considerably since then.
